In Sep., 2016, the gov’t of Rwanda contracted with Mota-Engil (Portugal) to fund, construct and operate the new Bugesera airport under a 25-year concession framework (renewable for an additional 15 years) in exchange for investing USD418m in the first phase of airport construction, delivering a capaciity of seven million passengers/year. A second phase, to be completed by 2032, will double capacity to 14m annual passengers. In Aug. 2017 construction began, however costs soon ballooned to over UD828m. Mota-Engil, through its subsidiary Mota-Engil Africa, contributed 75% of the project funding, with Rwandan company Aviation Travel and Logistics (ATL) investing the remaining 25% funding, with ATL to provide ground handling services at the new airport. Initially stated for completion in 2020, construction was temporarily halted in late 2018 to facilitate redesign/expansion, resulting in the need for additional capital funding now totaling USD1.3b. As a result, the Rwandan gov’t purchased Mota-Engil’s 75% shareholding in the project and set about seeking a majority private-sector investor in the project.
