In 2017, the Saudi gov’t announced aggressive plans to privatize its entire network of 20+ airports, including RUH, in a drive to increase efficiency and reduce fiscal pressures. Following the Jeddah concession termination, the privatization program has been throttled back, including the RUH privatization which was reportedly put on hold since 2018 to organize RUH under a “corporatized” entity, however other reports suggest that it was halted due to internal debates whether the deal should be structured as a concession under a long-term lease or a private sale. Other hurdles include a poorly developed regulatory framework/mechanisms to facilitate the privatization process and attraction of private capital/expertise.
