Examining the Airport Privatization Landscape in 2021 – Europe, the Middle East and Africa (EMEA)

Our final annual review of the airport privatization landscape takes us to the Europe, Middle East and Africa (EMEA) region. Just like other two regions, airport privatization activity in the EMEA region in 2021 has been slow with a limited number of deals and transactions. On the African continent, 2021 saw the inauguration of the new terminal of Ivato International Airport in Madagascar which had under the public-private partnership (PPP) model as well as the signing of the new concession agreement between the  government of Madagascar and the members of the consortium operating the airport, which consists of Aéroports de Paris Management, Bouygues Bâtiment International, Colas Madagascar, and Meridiam. The amendments to the concession contract are expected to increase the financial benefits to the government of Madagascar to approximately EUR400mn over the concession period.

Another highlight in the African airport privatization space in 2021 would be the award of a 30-year concession for the Design, Construction, Financing, Operation and Maintenance of Burkina Faso’s Donsin-Ouagadougou Airport to Meridiam in partnership with Aéroport Marseille-Provence (ADM). The concession is worth EUR250mn and represents one of Burkina Faso’s biggest public-private partnership initiatives.
