In mid-Jul. 2019, Slovenian state-run investment management firm DRI assumed temporary control of MBX following surrender of the concession held by airport operator Aerodrom Maribor, owned by SHS Aviation, a Slovenian-registered, Chinese-controlled company which was expected to invest EUR660m in the project. DRI will operate MBX temporarily until Dec. 31, 2020, at the latest, upon which the gov’t intends to implement a permanent solution for management of MBX which may include private sector participation. SHS acquired the concession rights to MBX, with signing of the concession agreement in Mar. 2017 at a cost of EUR7m. The European Regional Development Fund (ERDF) granted EUR6m in capital funding to upgrade MBX’s terminal facilities, subject to remaining operational until at least Nov. 2021, with the gov’t otherwise being obliged to reimburse the funds to the ERDF. In 2018, MBX only handled 2,345 passengers and posted a loss of EUR2.2m for the year. On Feb. 25, 2020, Aerodrom Maribor announced that it has filed a EUR2.1m suit to recover lease payments, plus costs and lost profits, as damages for the state’s delay in adopting the airport zoning plan required to extend the runway and develop MXB as a European hub to China.
