Seven of the largest companies in the Philippines (dubbed the “Super Consortium”) joined forces to submit a USD6.8b unsolicited proposal (later reduced to USD2.3b) for rehabilitation and expansion of MNL to the Dept. of Transportation (DOTr) and MIAA. The consortium includes; Aboitiz Equity Ventures, Alliance Global Group, Ayala Corp., Filinvest Development Corp., JG Summit Holdings, LT Group and Metro Pacific Investments Corp, with Changi serving as operating partner. The MNL project is structured in two phases; the first focused on improvements and expansion to the existing terminals, expanding capacity to 65m pax/year within a four year period. Megawide/GMR, the consortium developing and operating Mactan-Cebu, submitted an unsolicited proposal for NAIA previously but was not successful in securing “original proponent” status.
