In July 2018, Tottori Sand Dunes Conan Airport was transferred to private airport management under the concession system, and is currently operated by Tottori Airport Terminal Co., Ltd.

The current operator's business period is until 31 March 2027, but the prefecture plans to continue entrusting the operation of the airport to a private operator under the concession system after April 2027.

The Schedule for the start of the second phase of the project is as follows:
