Following an unsuccessful attempt in 2016 under a previous administration, the Gov’t of Jamaica (GoJ) launched a new bidding process in late 2017 through the Development Bank of Jamaica for concession of KIN which yielded three offers from a field eight pre-qualified bid groups led by international operators; GAP (Mexico), Corporacion del Este (Dominican Republic) and Egis (France). The International Finance Corporation (IFC) has served as Grantor’s Advisor for the transaction. In the retendering of KIN, USD10m upfront fee required in the first/failed attempt was reduced to USD5m and the mandatory capital investment requirement was set atUSD110m, with at least USD50m being expended in the first three years of the deal.
